Louisiana Quality Foundation History

Dedicated to the pursuit of performance excellence within all Louisiana’s organizations

The Louisiana Quality Foundation (LQF) is a non-profit organization dedicated to the pursuit of performance excellence within all Louisiana’s organizations. LQF was founded to provide organizations throughout Louisiana with a proven framework to improve Louisianians through the application of the U.S. Department of Commerce, National Institute of Standards and Technology, Baldrige Performance Excellence Program, which is the official Baldrige-based program in Louisiana.  More information is available at https://www.nist.gov/baldrige.

What is the Baldrige Performance Excellence Framework?

Since the inception of the national Baldrige Excellence Program in 1988, the national Baldrige Performance Excellence Framework has accelerated in acceptance and importance. Organizations of all sizes and types use the framework for improvement and self-assessment, including large and small manufacturers; banks and other service providers; small businesses from consulting firms to fast-food restaurants; K–12 school systems, universities, and proprietary education organizations; hospitals, long-term care facilities, and other health care organizations; nonprofit organizations; and local, state, and federal government agencies. Origins
The Louisiana Quality Foundation (LQF) is governed by a volunteer Board of Directors and was incorporated on October 5, 1994, by 10 visionary leaders from various organizations across Louisiana.

LQF administers the Louisiana Performance Excellence Awards (LPEA) program. The LPEA program offers three levels of Baldrige-based assessments for organizations at any stage of their performance excellence journey.
Founders
The initial location of the registered office was at LSU Alexandria and the first Board of Directors were:
  1. Robert Bruce from Martin Marietta in New Orleans
  2. Roland Carey from Southern University in Baton Rouge
  3. Marvin M Christensen from TQM Systems in Baton Rouge
  4. Mary Jo Hanover from Louisiana Economic Development in Baton Rouge
  5. Helen Harrington from Alexandria
  6. Jere Hatcher from LSU Shreveport, Community & Economic Development
  7. Lesa Lawrence from Monroe
  8. Wayne Lebert from Superior Supply & Steel in Sulphur
  9. Alen Van Weele from Northrop Grumman Aerospace Systems in Latke Charles
  10. Melissa White from Boise Cascade Paper Company in Florien Lake Charles
1995
First Recipient
The first recipient for the LPEA was in 1995 by Rapides Regional Medical Center, in Alexandria, LA, which was before the Baldrige Performance Health Care Framework was created in 1999.

1996 - 2009
In 1996 DynMcDermott Petroleum Operations Company received the second LPEA. DynMcDermott Petroleum Operations Company received the LPEA again in 2001, 2003, 2009 and was the first Louisiana organization to receive the national Malcolm Baldrige Performance Excellence Award in 2005. The DynMcDermott Petroleum Operations was a federal government prime contractor that operated and maintained the U.S. Department of Energy's Strategic Petroleum Reserve (SPR). The SPR stores over 700 million barrels of crude oil as “energy insurance” against disruptions to the availability of crude oil.
